PRESENTATION

The register of moveable objects (ROM), also known as the police book, is an essential document for any trader involved in the sale or purchase of second-hand goods, precious metals or used vehicles. It is mandatory in many fields to track the traceability of objects and precious metals, thus contributing to the fight against illicit trade and tax fraud.

The police book must clearly indicate the origin of each product, its purchase price and its destination.

It is the responsibility of professionals to keep it up to date, and to ensure that it accurately reflects the real state of the establishment's stocks. During an inspection, this document must be available to the inspector.

The personal property register must include the following information:

  1. surname, first name, title and address of persons;
  2. the type, number and date of issue of the identity document produced ;
  3. for a legal entity: its name and registered office, as well as the surname, first names, position and domicile of its representative;
  4. description of each object: main characteristics and an identifier;
  5. an order number;
  6. the price;
  7. the weighing slip reference;
  8. the date of issue of the identity document;
  9. place of issue;
  10. method of payment.

Depending on the business sector and the goods handled and traded, other information may be required in the police book.

In the event of negligence, failure or refusal to present the Livre de Police to the authorities as requested, the professional can be prosecuted in France for his or her actions. Controls by the relevant authorities are frequent and random, which is why it is so important to maintain rigorous management.

It is essential to note that failure to comply with the rules concerning the Police Book, or its falsification, may result in penalties of up to six months' imprisonment and a fine of up to 30 000€.
