NF399 defines the requirements to be met by all software involved in civil protection and first-aid missions that produce, process or exchange data via the national communication networks of emergency services.

Product categories.

To qualify for NF399 certification, software must fall into one of the product categories shown below:

  • A: SGA - call management applications
  • B: SGO - operational management applications
  • C: SGP - voice management applications
  • D: TIAS - applications for managing individual selective alarm terminals
  • E: ENR - recorder management applications
  • F: PCO - operational command post management applications
  • G: TIE - on-board computer terminal management applications
  • H: INTEROPS - applications providing supra-departmental data feedback
  • I : SRM - CRRA software interoperating with infrastructure systems and networks within the scope of NF399
  • J: TPS - assistant software interoperating with SGA and SGO
  • K: SDL - applications for managing detection and location systems

Interoperability between the various national, regional and departmental information systems enables the implementation of homogeneous, interoperable services and applications throughout the country. It also ensures total interoperability for external regional, national or European reinforcements.

Data processing and exchange.

The NF399 certification standard defines how data must be exchanged and processed between the different types of products and systems:

  • Data exchange and processing between voice management systems and operational management systems: The requirements define the interfaces between the two systems outside any intervention context.

  • Data exchange and processing between the operational management system and the medical regulation system: The requirements define the data and modes of exchange between CRRA 15 and CTAs concerning calls, cases, patient-victim assessments and available resources.

  • Data exchange and processing in field mode: The requirements define the exchange of information during operations: tactical situation, graphic order, table of resources, messages, victims, additional transmission orders, geographical and meteorological information.

  • Data exchange between CTA-CODIS and COZ-COGIC information systems: The requirements define the exchange modes and data to be uploaded at zonal and national level by the various operational management systems.

From September 1, 2026, and according to a precise roll-out schedule, all French companies will eventually be obliged to receive and issue invoices on or from a Public Billing Portal (PPF) or Partner Dematerialization Platforms (PDP).

The duration of the process is linked to the time it will take you to bring your software into compliance with the specifications. This time can vary from 1 to several months, and a certificate of effective progress can be sent to you while your product is being brought into compliance.

The certification audit generally lasts two days.
